02 / THE DOCUMENT
An official certificate issued by the Russian Ministry of Internal Affairs, not a private database report
The official document is a certificate concerning the presence or absence of a criminal record and/or criminal prosecution, or the termination of criminal prosecution. It is issued by authorised units of the Russian Ministry of Internal Affairs and contains information within the scope of the prescribed form and the issuing authority’s competence.
Important: The certificate will not necessarily state that you have no criminal record. If relevant information exists in official records, the result depends on those records and the applicable issuance rules.

Up to 30 calendar days from registration of the application. If additional checks are required, the period may be extended by up to another 30 days.

Preparing a power of attorney, delivering the original and any additional steps are not included in the official processing period.

Issuance of the certificate as a government service is free of charge. Legal assistance and organisational expenses are charged separately.

Apostille, power of attorney and document recognition
An apostille on the original certificate issued by the Russian Ministry of Internal Affairs is affixed by authorised units of that ministry. We check whether an apostille is required for your particular procedure in Ukraine according to the receiving institution’s requirements.

Can I obtain a Russian criminal record certificate without leaving Ukraine?
In some cases, an authorised representative can apply on your behalf. The power of attorney, supporting documents and available application procedure must be checked first.
Can a Ukrainian citizen obtain a criminal record certificate from Russia?
Yes. Applicants are not limited to Russian citizens: foreign nationals and stateless persons may also apply.
Can someone apply using a power of attorney?
Russian administrative rules allow an authorised representative to apply. Their authority must be supported by a power of attorney that meets the applicable requirements.
How long is a Russian criminal record certificate valid?
There is no single validity period for every purpose. The receiving authority or organisation generally determines how recent the certificate must be.
Can the certificate be issued urgently?
The standard processing period is up to 30 calendar days, with a possible extension. We do not promise guaranteed expedited issuance.
Do I need an apostille for use in Ukraine?
This depends on the purpose, the applicable document-recognition rules and the receiving authority’s requirements. If an apostille is required on an original certificate issued by the Russian Ministry of Internal Affairs, an authorised unit of that ministry affixes it.
What if my Russian passport has expired?

Is the certificate issued free of charge?
Yes. The government service provided by the Russian Ministry of Internal Affairs is free. Legal services, powers of attorney and delivery may involve separate fees.
