MAGISTERS / VISAS FOR FOREIGN NATIONALS
Visa assistance for foreign nationals in Ukraine
Schengen, US, Canadian and other visas. We check where a foreign national is eligible to apply, which documents are required, and which consular offices are currently accepting applications.

01 / WHERE TO START
Applying for a visa from Ukraine begins with checking whether you are eligible to apply here
Obtaining a visa to a third country depends on more than your passport, travel plans and financial records. First, we establish whether a particular consulate has jurisdiction and is operationally able to accept an application from a foreign national staying in Ukraine.
Holders of a residence permit in Ukraine, students, employees of international companies, spouses of Ukrainian citizens and short-term foreign visitors may be subject to different rules. We determine the appropriate application route before an appointment is booked or a consular fee is paid.
CHECK BEFORE APPLYING
Four essential factors
Nationality and a valid passport; legal basis for staying in Ukraine; destination and visa category; whether the relevant consulate or visa application centre is actually operating.
If applying in Ukraine is not possible, we assess whether the applicant may lawfully apply through a consulate in another country.
02 / CONSULAR JURISDICTION
Lawful presence and eligibility to apply are not the same thing
We first establish the applicant’s immigration status and then assess the destination country’s specific rules. Choosing the wrong application location can result in the consulate declining to accept the documents at all.
A STRONG INITIAL BASIS
Foreign national with a Ukrainian residence permit
Proof of residence helps demonstrate a connection to the consular district. However, holding a residence permit does not mean that every embassy is currently processing visa applications.
REQUIRES INDIVIDUAL REVIEW
Foreign national without a residence permit
For Schengen visas, applications by persons lawfully present but not resident may be possible with specific justification. Rules for the United States and certain other destinations can be more restrictive.
We cannot assume that a registered Ukrainian address or a visa or entry stamp is sufficient. The competent consular office decides whether to accept an application under its current rules.
03 / VISA DESTINATIONS
Each destination has its own visa procedure
One standard document checklist cannot work for Schengen, US and Canadian applications. The location of filing, application forms, biometrics and assessment of the purpose of travel all differ.
EUROPE
Schengen visa
We determine the main destination, consular jurisdiction, intended length of stay, itinerary, insurance and evidence supporting the applicant’s intention to return.
UNITED STATES
US visa
We check rules on applying in the country of nationality or residence, the visa category, Form DS-160 and the appropriate interview location.
CANADA
Canadian visa
We assess the required visa or permit category, supporting documents, IRCC online process, biometrics and visa application centre availability.
04 / SCHENGEN AREA
Schengen visas for foreign nationals staying in Ukraine
Under Article 6 of the EU Visa Code, applications are generally examined by the consulate responsible for the applicant’s place of lawful residence. A person who is only lawfully present must justify applying there. Consular services may also be restricted or suspended temporarily.
LEGAL ASSESSMENT
Where to apply and what to demonstrate
We consider the principal destination, lawful immigration status in Ukraine and actual place of residence. We review evidence of employment, family, study, finances and intention to return after the trip.
PRACTICAL OBSTACLE
A consulate may not be accepting applications
During the war, some diplomatic missions have suspended visa operations in Ukraine. For example, the Italian Embassy states that it is temporarily not issuing visas in Kyiv. In such situations, we assess lawful alternative application routes abroad.
Official guidance: European Commission information on Schengen visas and notice from the Italian Embassy.
05 / US VISAS
US visas for foreign nationals applying from Ukraine
Updated rules govern the location of interviews for US nonimmigrant visas: as a general rule, applicants should apply in their country of nationality or residence. If the selected mission does not provide the relevant service, the appropriate consular post must be checked.
When preparing an application, we examine where the foreign national actually resides, what evidence of residence is available and which visa services operate in Kyiv. For more on visa categories and interviews, see our US visa page.
Completing Form DS-160 and paying a fee do not establish that the selected interview location is suitable. Check consular jurisdiction first, then arrange an appointment.
01
Visa category
Tourism, business travel, study and other purposes require different evidence.
02
Application and evidence
We review Form DS-160, travel history, ties to the country of residence and the stated purpose of the visit.
03
Interview and decision
We help applicants prepare for consular questions. The decision is made solely by the consular officer.
06 / CANADIAN VISAS
Canadian visas and biometrics in Ukraine
Canada uses online applications through IRCC. Most applicants need to select the correct category, provide financial evidence, explain the purpose of travel and meet biometric requirements. Kyiv and Lviv are listed as biometric collection locations by IRCC, but current operating arrangements must be checked.
VISITS AND TOURISM
Visitor visa
We review the application, invitation, itinerary, financial documents and evidence explaining the temporary nature of the visit. Where relevant, we assess how previous visa refusals have been addressed.
OTHER CATEGORIES
Study and employment
Study and work routes have distinct requirements. We help identify the documents required, distinguish a visa from a study or work permit, and prepare for subsequent steps.
You can check available centres on the official IRCC page.
07 / WHEN APPLYING IN UKRAINE IS NOT POSSIBLE
Check an alternative consulate before paying any fees
If a diplomatic mission does not issue the visa category required, does not accept applicants with a particular status or has temporarily suspended visa services, a different application location may be necessary. We first check lawful entry and stay in the alternative country, then the rules of the relevant mission.
OPTION 01
Apply in the country of nationality
For some visa types, this is the standard or most predictable route. We check appointments, document requirements and processing timelines.
OPTION 02
Apply in the country of residence
If the applicant holds a valid residence permit in another country, we review available consular offices and proof-of-address requirements.
OPTION 03
Special acceptance arrangements
Some procedures allow an individual assessment of lawful presence outside the applicant’s country of residence, but this does not create a general right to submit an application.
08 / DOCUMENTS
What we check before a consular appointment
A visa file must be tailored to the specific destination and purpose of travel rather than built from a generic checklist. The first step is to identify weaknesses, inconsistencies in application forms and missing mandatory evidence.
CORE DOCUMENTS
Identity, immigration status and purpose of travel
Passport and validity; residence permit or other evidence of lawful presence; previous visas and travel history; application form, photograph and evidence of the trip’s purpose. Depending on the destination, the file may also require tickets, invitations, insurance, itinerary, accommodation, family records and proof of study or employment.
We separately assess financial evidence, the source of funds and any previous visa refusals. Where required, we prepare translations, explanatory statements and supporting documents.

11 / POTENTIAL OBSTACLES
Four mistakes to avoid before applying
01 / JURISDICTION
Choosing the wrong consulate
An available appointment does not prove that the mission is authorised to accept an application from someone with the applicant’s nationality and immigration status.
02 / APPLICATION DATA
Inconsistent information
Different residential addresses, conflicting travel dates or errors about employment or marital status.
03 / SUPPORTING EVIDENCE
Insufficient explanation of travel plans
An unclear purpose, inadequate funds or unconvincing evidence of the intention to return.
04 / VISA HISTORY
Failing to disclose a previous refusal
Reapplying without examining the grounds for refusal or strengthening the evidence often leaves the underlying issue unresolved.
12 / FREQUENTLY ASKED QUESTIONS
Visa FAQs for foreign nationals in Ukraine
These answers provide initial guidance but cannot replace a review of the specific consulate’s rules. Your immigration status and the permitted place of application should be established first.
For an initial assessment, tell us your nationality, whether you hold a Ukrainian residence permit, your intended destination and the purpose of travel.
Can a foreign national obtain a Schengen visa in Ukraine?
Sometimes. A consulate is normally competent where the applicant lawfully resides. In certain cases, filing while lawfully present may be accepted with appropriate justification. The particular mission must also be accepting applications in practice.
Is a Ukrainian residence permit mandatory?
It depends on the destination and visa category. A residence permit is often important evidence of lawful residence, but some procedures recognise other circumstances. The relevant consulate applies its own rules.
Can I apply for a US visa from Ukraine?
Current visa services in Kyiv, nationality and proven country of residence all need to be checked. Under US rules introduced in July 2026, interviews are generally scheduled in the country of nationality or residence, subject to limited exceptions.
Where can foreign nationals give biometrics for a Canadian visa?
IRCC lists locations in Kyiv and Lviv. Before booking, confirm the biometric instruction letter, available services and current operating arrangements.
Can I apply online without visiting a consulate?
Some steps, such as completing forms and uploading documents, can be done online. Biometrics, interviews or passport submission may still require an in-person visit.
Which documents does a foreign applicant need?
Requirements vary by destination and may include a passport, proof of residence status, purpose of travel, financial evidence, invitation, insurance and other supporting records. There is no universal checklist for every visa.
Where can I apply if consulates in Ukraine are not accepting applications?
We review possible application routes in the country of nationality, lawful residence or a specifically permitted alternative location. Lawful entry to the country of application also matters.
Can I reapply after a refusal?
Many procedures allow a new application, but the exact reason for refusal should be reviewed first. An appeal is not available for every type of decision and may have specific rules and deadlines.
Can you guarantee a visa will be issued?
No. A foreign state’s competent authority makes the visa decision. A lawyer assesses the procedure, helps prepare the documents and, where legally available, assists in challenging a refusal.
How much does assistance cost and how long does the process take?
We agree on the legal fee after reviewing the destination, visa category and scope of work. Processing times depend on the consulate, appointment availability, type of application and any additional checks.
