A public organization is an association of citizens created to pursue common interests or to protect their rights and freedoms. It can operate in various fields—from environmental initiatives and culture to human rights protection. The key advantage of such an organization is the ability to legally represent the interests of its members and obtain support from the state or international non-governmental funds.

Advantages of Registering a Public Organization

Legal Operations

A registered organization can officially represent the interests of its members at the state level and engage in dialogue with public authorities.

Funding

Public organizations can receive grants and subsidies from international organizations and the state to implement their projects.

Legal Protection

A registered organization can carry out its statutory activities, defend its rights and the rights of its members, enter into agreements, and receive support.

So, the registration process is as follows:

Step 1: Document Preparation

The first and most important stage of registration is collecting the required documents. The registration package includes:

Charter of the public organization: the organization’s core document. It sets out the organization’s goals, membership admission and withdrawal procedure, and management structure.

Minutes of the founding meeting: a document confirming the decision to establish the organization.

Registration application: completed in the unified prescribed form and submitted to the relevant territorial justice authority together with the other documents.

List of founders: a list of citizens (individuals) who participate in establishing the public organization. The number of founders is not limited. It is important that there are at least two founders.

Step 2: Submission of documents for registration

Documents can be submitted either on paper or electronically via the government services portal. Registration of a public organization is carried out by the Ministry of Justice of Ukraine. To do so, you must provide the territorial unit of the Ministry of Justice with a complete set of documents. After submission, you should expect a decision within 10 business days.

Step 3: Receiving the registration extract

After the state authority successfully verifies the documents, the public organization receives an official registration extract in the prescribed form. This document confirms that the organization is officially registered and can begin operating. Additionally, after receiving the registration extract, the organization must register with the tax authority, where it may obtain non-profit status and, if desired, open a bank account for financial operations.
