WHERE THE PROCESS BEGINS
A residence permit starts with a legal basis, not an application form.
Having a passport and wishing to live in Ukraine does not, by itself, establish a right to temporary residence. If you intend to apply on the basis of marriage, employment or studies, we first identify the relevant legal procedure and assess your immigration status. Only then do we prepare the documentation required by the migration authorities.
01 / FIRST APPLICATION
Applying for a temporary residence permit
We assess the grounds for residence, whether a type D visa is required, the host party’s documents and your period of lawful stay.
02 / EXISTING PERMIT
Your residence permit is expiring
We examine the grounds for exchanging the permit card, required documents, filing deadlines and immigration risks.
03 / COMPLEX CASE
Refusal, loss or cancellation
We review the reasons for refusal, loss of eligibility, errors in documents or procedural breaches and identify potential legal remedies.
GROUNDS FOR TEMPORARY RESIDENCE
Who can obtain a temporary residence permit in Ukraine?
The grounds for temporary residence are defined by law. Each category has its own sponsoring or receiving party, supporting evidence and permit validity period. We assess the requirements that apply to your circumstances.
01 / FAMILY
Marriage to a Ukrainian citizen
Family reunification based on marriage. We review the marriage certificate, the Ukrainian spouse’s documents and application requirements.
02 / EMPLOYMENT
Employment and gig contracts
A work permit for a foreign national or another legally recognised basis. We coordinate the documents required from the employee and employer.
03 / EDUCATION
Studying in Ukraine
Enrolment and study-period confirmation from the educational institution, along with any additional documents required by the SMS.
04 / FAMILY REUNIFICATION
Family members of lawfully resident foreigners
Residence with a family member who holds a qualifying immigration status in Ukraine, as provided by law.
05 / ACTIVITIES
Volunteering, religious work and other programmes
Supporting documents from an authorised host organisation, including compliance with requirements governing its activities and invitations.
06 / BUSINESS AND INVESTMENT
Specific investment-based grounds
Setting up a Ukrainian limited liability company (LLC) does not, in itself, entitle you to a residence permit. Investment-based eligibility is subject to specific statutory conditions, including investment amount.
For employment-based applications, we can also assist the employer with a work permit for a foreign national in Ukraine.
Important: Ukrainian law provides a specific investor route involving an ownership interest in a Ukrainian legal entity of at least the equivalent of EUR 100,000, subject to statutory conditions. Running a company and employing its director require separate assessment.
CHECK BEFORE APPLYING
Three questions that can determine the outcome
A common source of problems is a correctly prepared document package that overlooks requirements relating to eligibility, visas or lawful stay. We review these issues before the application reaches the SMS.
ELIGIBILITY
Do you qualify for temporary residence?
We check whether your status and documents satisfy the applicable legal conditions. Owning property or having a business plan is not sufficient on its own.
TYPE D VISA
Is a long-stay visa required?
A type D visa is required for many procedures, but the law provides exceptions for particular categories and circumstances. There is no single rule that applies to everyone.
TIMING
Can the application be filed during lawful stay?
We check entry dates, the permitted duration of stay, previous permit cards and the appropriate application date.
DOCUMENTS FOR THE SMS
Documents required for a temporary residence permit in Ukraine
The basic document package is specified in the SMS procedure. Additional requirements depend on whether you apply through marriage, employment, studies, volunteering or another legal basis.
We prepare a case-specific checklist and assess the legal validity of foreign documents, as well as translation, apostille or consular legalisation requirements.
See the full official list and requirements for individual grounds on the State Migration Service of Ukraine website.
Application form and a valid foreign travel document (passport)
Notarised translation of the passport page containing personal details
Document confirming the specific legal ground for residence
Type D visa, where required for the relevant ground
Medical insurance covering the required period, unless an exemption applies
Proof of payment of government charges or entitlement to an exemption
Depending on the circumstances, the SMS may request further evidence permitted by law. We do not present documents required only for certain categories as mandatory for every applicant.
PROCESSING TIMES AND GOVERNMENT CHARGES
Temporary residence permit processing times and government fees
15
working days to issue the card after the SMS accepts the documents
This period does not include establishing eligibility, obtaining a visa, translation, legalisation or resolving other issues before filing.
GOVERNMENT CHARGES / 2026
UAH 1,140
UAH 452 – administrative service; UAH 654 – blank card; UAH 34 – state duty.
These are payments to the state, not the lawyer’s fee. Some categories qualify for exemptions. Translation, insurance and consular-document costs are assessed separately.

CARD EXCHANGE, REPLACEMENT AND DEADLINES
Already have a permit? Protect your right to stay.
Under the current procedure, an expiring permit requires a card exchange, rather than an informal extension of the existing permit. The documents and filing route depend on your grounds for residence and when you apply.
CARD EXCHANGE
Your permit is approaching expiry
Documents for an expiry-related exchange may be submitted up to the last day of the card’s validity. However, leaving the application until the end is risky.
SPECIAL PROCEDURE
Fewer than 15 working days remain
In this situation, documents for the exchange must be filed directly with a territorial SMS office or subdivision, which addresses the legality of the applicant’s stay during processing.
COMPLEX CIRCUMSTANCES
Lost card, changed details or lost eligibility
Loss of a permit card, changes to personal details or the end of the circumstances supporting residence require a separate legal assessment.
Important: martial-law rules. For certain permits whose exchange became due after 24 February 2022, the SMS established a special exchange period from 7 May to 4 August 2026. That period has ended. If the permit was not exchanged, do not assume it remains valid: first check your immigration status and any applicable exceptions.
END-TO-END LEGAL SUPPORT
Legal assistance with temporary residence permit applications
Comprehensive legal support includes eligibility assessment, document preparation, coordinating the application and legal assistance during processing. The SMS is the authority that processes and issues the government document; MAGISTERS supports the procedure within the agreed scope of representation.
01 / ASSESSMENT
We review your circumstances
Citizenship, entry history, grounds for stay, family circumstances, employment status and existing documents.
02 / STRATEGY
We identify the lawful procedure
We establish the sequence: legal ground, type D visa if required, host party’s documents and filing.
03 / DOCUMENTS
We prepare and check the package
We review document formats, translations, legalisation, insurance, dates and consistency of information.
04 / APPLICATION
We assist with filing at the SMS
We help organise the appointment, explain biometric procedures and communicate with authorised bodies within the agreed legal mandate.
05 / DECISION
We monitor the process
We assess any additional document requests, review time limits and prepare submissions or legal arguments where necessary.
06 / NEXT STEPS
We help you maintain lawful status
We explain address registration, permit card exchanges and what to do if your basis for residence changes.

The photograph shows a permanent residence permit card. A temporary residence permit is a different document, although both are issued as plastic cards.
YOUR DOCUMENT AND LEGAL STATUS
The card confirms your status. The legal basis for residence matters most.
Ukraine issues two different types of documents: temporary residence permits and permanent residence permits. They may look similar, but differ in eligibility, validity periods and the rights they confer.
A temporary residence permit confirms a foreign national’s right to live in Ukraine for a defined period. It may be based on employment, studies, marriage, family reunification or other grounds provided by law.
MAGISTERS lawyers assess eligibility, assist with document preparation and provide legal support during the application. The State Migration Service makes the decision and issues the residence permit card.

WHEN LEGAL PROTECTION MATTERS
Residence permit refusal: legal representation and SMS appeals
If the SMS refuses to issue or exchange your permit, declares it invalid or puts your lawful status at risk, we first examine the decision and the case materials rather than simply advising you to apply again.
Where there are legal grounds, we prepare objections, submissions, administrative appeals or court claims. We assess available remedies, appeal deadlines, consequences for lawful stay and possible alternatives.
ASSESSING YOUR OPTIONS
What we examine
• The legal grounds and reasoning of the SMS decision
• Compliance with the required procedure
• Documents, dates, powers and supporting evidence
• Whether deficiencies can be corrected or the decision challenged
Administrative appeals against certain decisions concerning issue, exchange, withdrawal or invalidation of a permit may be filed within 30 calendar days after notification; court remedies are assessed separately.

How much does a temporary residence permit in Ukraine cost?
Government charges and legal fees are separate expenses. Official permit card charges are listed above. Legal fees depend on the residence ground, document readiness, translations, assistance with filing and whether appeals or additional legal work are required.
We agree on the work, scope of assistance and legal fees in advance, then enter into a formal legal assistance agreement. Comprehensive support, sometimes described as a “turnkey residence permit service”, covers the legal stages of the procedure. Some steps may still require the foreign national’s personal attendance, and the SMS alone decides whether to issue the card.
CLEAR ANSWERS TO YOUR QUESTIONS
Temporary residence permit FAQs
Processing times, type D visas, family grounds, employment, documents and card exchanges. These answers explain the general procedure and do not replace an assessment of your individual immigration status.
If your case involves an expired document, a refusal or loss of eligibility, obtaining tailored legal advice before taking further steps is especially important.
How can I obtain a temporary residence permit in Ukraine?
First, establish a ground recognised by law, such as employment, studies, family reunification or another qualifying circumstance. Then prepare the documents, obtain a type D visa where necessary and apply to the SMS. The SMS processes the government document, while MAGISTERS lawyers provide legal assistance throughout the relevant stages.
How long does the SMS take to issue a temporary residence permit?
The official processing period is up to 15 working days from acceptance of a complete application. Preparing the documents, establishing eligibility and obtaining a visa, if necessary, are not included in that period.
What are the government charges for a permit in 2026?
The standard total is UAH 1,140: UAH 452 for the administrative service, UAH 654 for the card and UAH 34 in state duty. Legal fees are separate. Some applicants qualify for exemptions.
What does an immigration lawyer do for a residence permit application?
The agreed scope may include eligibility assessment, immigration-status checks, document preparation, help with translations and legalisation, support with the SMS application and legal protection if complications arise. You can engage us for a particular stage or arrange comprehensive legal assistance.
How much does a temporary residence permit in Ukraine cost?
Costs include government charges, potential translation, insurance and document expenses, and the agreed lawyer’s fee. The legal fee depends on the work and complexity; we agree on it before signing the legal assistance agreement. Payments to the state are not payments for legal services.
Can I obtain a residence permit through a turnkey service without appearing in person?
We can agree to support all legal stages, but a lawyer cannot automatically attend every step in place of the applicant. Ordinary applications and biometric procedures require personal attendance unless the law provides an exception. The SMS processes and issues the card.
Do I need a type D visa for temporary residence?
In many cases, yes. However, exceptions may apply depending on the person’s immigration status, legal ground and applicable international agreements. We check the visa requirement before preparing the application package.
Can I obtain the permit entirely online?
Consultations, initial checks and some document preparation can take place remotely. Standard applications and biometric data collection require personal attendance unless a specific exception applies.
Can I work in Ukraine with a marriage-based temporary residence permit?
A temporary residence permit based on marriage does not, in itself, replace a work permit. The right to work depends on immigration status and statutory exemptions; the employer may need a separate authorisation.
Is buying an apartment in Ukraine enough to qualify for temporary residence?
No. Property ownership does not, by itself, provide a general legal basis for a temporary residence permit. A separate qualifying ground for residence is required.
Can I obtain a residence permit merely by registering a Ukrainian company?
Registering a company does not automatically entitle you to a permit. You must identify a qualifying legal ground, such as employment under the relevant rules or a specific statutory investment route.
How long is a temporary residence permit valid?
Validity depends on the legal ground, supporting documents, employment or study period. Many categories provide for a period of up to one year, but special statutory periods also apply. We assess these individually.
When should I apply to exchange an expiring temporary residence card?
Under the current procedure, documents for an expiry-related exchange may be submitted no later than the card’s last day of validity. If fewer than 15 working days remain, documents are accepted only by a territorial SMS office or subdivision. In practice, preparing well in advance is advisable.
Do I need to register my address after receiving a residence permit?
On moving to a new place of residence, the law generally requires address declaration or registration within the applicable deadline, usually 30 calendar days. The obligation and procedure depend on the person’s specific status.
What if the SMS refuses to issue or exchange my permit?
Obtain the decision, identify the legal reasons and review the documents. Options may include correcting deficiencies, reapplying or challenging the decision. Certain decisions have a 30-day administrative appeal period; court proceedings must be assessed separately.
