Ukrainian and foreign nationals
WHEN YOU NEED A TAX NUMBER
First-time registration, replacement documents or updated details
RNOKPP is the Ukrainian abbreviation for the Registration Number of a Taxpayer’s Record Card. It is also commonly called a TIN, tax ID or identification code. The number is needed for many legally significant transactions in Ukraine, but clients’ circumstances vary.
01 / FIRST REGISTRATION
First-time application
A Ukrainian citizen, foreign national or child needs to be registered in the State Register of Individual Taxpayers for the first time.
02 / LOST DOCUMENT
Replacement card
Your taxpayer card has been lost, damaged or is unavailable. We help obtain a replacement document without assigning a new number.
03 / CHANGE OF DETAILS
Updating personal data
Following a change of surname, given name or other registration details, the information in the tax register must be updated.
Important: losing your taxpayer card does not normally change your tax number. You obtain a replacement document confirming your registration, not a new RNOKPP.

FOR FOREIGN NATIONALS AND NON-RESIDENTS
A Ukrainian TIN for foreigners – including by power of attorney
A foreign national may need an RNOKPP to participate in a Ukrainian company, purchase property, receive income, or complete certain banking and other transactions. A tax number does not itself replace a work permit, visa or residence permit.
Without visiting the tax office, where your documents allow
Ukrainian law allows registration through a representative acting under a notarised power of attorney. We explain the requirements for the authorisation, check whether a passport translation is needed and arrange submission through an authorised person.
If the power of attorney was executed abroad, we will check in advance whether an apostille or consular legalisation is required, taking into account the issuing country and applicable international treaties.
If you hold a Ukrainian residence permit, the passport translation requirements may differ. We therefore review the document requirements case by case.
DOCUMENTS GENERALLY REQUIRED
Documents for a foreign national
Passport. An identity document and the relevant personal details.
Translation. A certified Ukrainian translation, where required.
Power of attorney. For applications through a representative, duly executed and authenticated.
Additional documents. Depending on your immigration status and the application route.
We confirm the exact list after reviewing your documents.
BUSINESS
Company ownership or equity
We check the RNOKPP requirements for a foreign founder, shareholder or director.
PROPERTY
Real estate and inheritance
We assist with obtaining a tax number for transactions requiring taxpayer identification.
EMPLOYMENT
Income and employment
We help obtain your tax number and explain how it fits into subsequent employment and immigration paperwork.
PROCESSING TIMES
Fast applications begin with accurate documents
The standard period for registering an individual in Ukraine’s State Register of Taxpayers is three working days after a correctly completed Form 1DR has been submitted. Issuing the document confirming registration is also subject to the prescribed procedure and timeframe.
Preparing a notarised power of attorney, obtaining translations, sending originals and resolving registration discrepancies may take additional time. It would therefore be misleading to promise a one-day service to every applicant.
We begin by checking the documents to minimise delays caused by corrections and repeat submissions.
3
working days – statutory registration period after submission
We discuss our overall service timeline separately; it depends on document readiness and the chosen filing method.
FOR UKRAINIAN CITIZENS
A tax ID for Ukrainians: first issue, replacement card and updated details
Ukrainian citizens also seek assistance when they need the document urgently, are living abroad, have changed their surname or have lost their card. A lawyer is not always necessary: many steps can be completed directly with the STS or through government online services. Our role is to organise the process if you would prefer to use a representative.
INITIAL REGISTRATION
First issue
Preparation of Form 1DR and the documents for entry in the State Register. When applying for a minor, we verify the legal representative’s authority.
LOST / DAMAGED
Replacement card
If the document is lost or damaged, we help obtain renewed confirmation of the tax number already assigned.
CHANGE OF DETAILS
Change of surname
After a change in personal details, we assess whether Form 5DR and supporting documents must be submitted.
We also assist with RNOKPP applications for children, including applications made by parents or other legal representatives.
WHAT YOU SHOULD KNOW
The tax authority assigns the RNOKPP. We help you navigate the procedure.
The official registration and issue of the document by the tax authority do not involve a charge for the number itself. The lawyer’s professional fee covers legal assistance, preparation of documents and representation if you instruct MAGISTERS to undertake these tasks.
WHO ASSIGNS THE NUMBER
Official procedure
The State Tax Service maintains the register. We do not issue tax numbers ourselves or create them outside the government register.
IN-PERSON ATTENDANCE
Applying by power of attorney
With duly authenticated authority, a representative may submit documents and collect the card in the circumstances permitted by the procedure.
LEGAL FEES
Agreed professional fee
The lawyer’s professional fee depends on the scope of work and whether notarised documents, translations or remote assistance are required.
You can check the registration procedure on the official website of the State Tax Service of Ukraine ↗.

You may not need to travel to Ukraine for a tax number
Where the law permits, an RNOKPP can be obtained through an authorised representative. We review the documents, agree on the power of attorney in advance and arrange the transfer of originals.
Ukrainian citizens living abroad may also have access to government online or consular procedures for certain documents. We explain which route is suited to your needs and when legal assistance would add value.

TAX NUMBER QUESTIONS
Frequently asked questions
Clear answers on who can apply for an RNOKPP, how powers of attorney work, how long registration takes and what to do if the card is lost.
If you are a Ukrainian citizen or a foreign national with circumstances beyond a straightforward application, it is best to review the specific facts first.
What is the difference between an RNOKPP and a TIN?
RNOKPP is the official Ukrainian term for the Registration Number of a Taxpayer’s Record Card. It is also commonly called a TIN, tax number or identification code.
Can a foreign national obtain a Ukrainian tax number without travelling to Ukraine?
In many cases, yes. An application may be made through a representative under a notarised power of attorney. For an overseas power of attorney, its translation and recognition requirements in Ukraine must be checked in advance.
How long does it take to obtain a Ukrainian TIN?
The statutory registration period following submission of a correctly completed Form 1DR is three working days. Translations, notarised documents, delivery and other circumstances may extend the total timeframe for our assistance.
If the taxpayer card is lost, is a new number assigned?
Normally not. The existing number remains unchanged, and a replacement document confirming registration is issued. If registered personal details also need updating, the prescribed procedure applies.
Can a Ukrainian citizen replace a lost tax ID document?
Yes. If the card is lost or damaged, you may apply for a replacement document. We can assist with the application and paperwork; certain government online options are also available.
What documents does a foreign national usually need?
An identity document, a certified translation where required, Form 1DR and, if applying through a representative, a notarised power of attorney and the representative’s identification documents.
Can an RNOKPP be obtained for a child?
Yes. The procedure depends on the child’s age and documents. A parent or another legal representative will generally apply; a foreign birth certificate may require appropriate translations and certification.
Is there a government fee for receiving a taxpayer registration number?
No. Registration in the State Register and issue of the taxpayer card are free of charge. Legal assistance, translation and notarial work are paid for separately if required.
What determines the lawyer’s professional fee?
Whether you require initial registration, a replacement card or a change of details, and whether overseas documents, translations, a power of attorney or representation are necessary.
