Obtaining Documents from Ukrainian Government Authorities and Archives
Documents are often needed for inheritance matters, proof of family relationships, marriage, education, citizenship or residence abroad. Applying in person can be difficult when an original has been lost, an institution has closed, the record dates back many years, or the applicant lives outside Ukraine.
We identify where the relevant information is kept, what form of document is needed and who has the right to obtain it. After confirming the legal basis, we prepare requests and assist with obtaining the document within the powers of an attorney or authorized representative. Where necessary, we examine any refusal and the available judicial remedies.
Important: a replacement certificate, a registry extract, an archival certificate and a replacement diploma are different types of documents. The correct choice depends on the specific legal purpose.
Documents We Help Retrieve and Replace
Civil Registry (DRATS) Documents
Birth, marriage, name-change, divorce and death certificates, as well as extracts from the State Register of Civil Status Acts. Where records contain errors, we assess the procedure for correcting them.
Educational Documents
Diplomas, diploma supplements, school-leaving certificates and vocational qualifications. We check the data held in the Unified State Electronic Database on Education (EDEBO) and identify a successor institution or another competent authority.
Court and Legal Documents
Copies of judgments, hearing transcripts and other procedural records, as well as information from the Unified Register of Pre-Trial Investigations (ERDR), including records concerning the closure of criminal proceedings. Eligibility to obtain these documents depends on the applicant’s procedural standing and access restrictions.
Archival and Immigration Documents
Archival records concerning family relationships, surname changes, births and marriages; records dating from the Soviet period; and evidence of family ties and ancestry needed for inheritance, repatriation or citizenship applications.
Which Document Do You Need: a Replacement Certificate, a Registry Extract or an Archival Certificate?
Replacement Certificate
A newly issued official copy of a civil status certificate in cases permitted by law. Applications are generally made to a civil registry office (DRATS), an administrative services centre (CNAP) or through an available online service.
Registry Extract
A document containing specific information from the civil status register. Sometimes more detailed information is needed, including a person’s premarital surname, amendments to an entry or other legally significant circumstances.
Archival Certificate
Confirms information located in archival records. It is particularly important when a record is old, is not available in the modern register or is held by a state archive.
For a complex case, we do not begin by sending requests indiscriminately. We first establish what type of evidence the authority receiving the document will accept. For targeted searches of older records, we offer a separate service for obtaining archival documents from Ukraine.
Replacement Civil Registry Certificates and Correction of DRATS Records
The most common requests involve replacement birth, marriage, death or name-change certificates, as well as extracts from civil status records. Depending on the circumstances, an application may be made directly to DRATS, through a CNAP, via an available Diia service or at a Ukrainian consular office. The appropriate route depends on the type of document, the applicant’s entitlement and the actual availability of the service.
If a surname, date or other detail is incorrect, obtaining another certificate may not resolve the problem. It may first be necessary to establish the grounds for correcting the civil status record. If DRATS refuses, we assess the options for an appeal or court proceedings.
A police report is not required to obtain a replacement DRATS certificate. However, in some situations reporting a lost document may be a useful precaution, particularly if there is concern that another person could misuse it. Registration of the report can help establish when the loss was reported and what circumstances were stated. It does not, by itself, prove every circumstance of the loss or replace the statutory procedure for obtaining a new document.
If the missing item is a passport, identity document or a document believed to have been stolen, we also check the specific rules for notifying the issuing authority, invalidating the document and reporting the matter to the police. The loss of an ordinary birth or marriage certificate does not automatically require criminal proceedings.

Replacing Diplomas, School Certificates and Other Education Documents
If a diploma or its supplement has been lost, the usual first point of contact is the institution that issued it or its legal successor. For higher-education qualifications, records may be checked in the Unified State Electronic Database on Education (EDEBO).
If the institution has ceased operating, has no legal successor or is located in territory outside government control, a special procedure involving Ukraine’s Ministry of Education and Science (MES) may be available. If relevant records are missing and archives have been lost, some cases may require a court to establish the fact that the person completed the education in question.

Obtaining Documents from Ukraine Without Travelling There
If you live in Spain, Germany, Poland or another country, the first step is to determine whether the document may be obtained through an authorized representative, a consular office, an online service or by post. Different documents are subject to different rules on who may apply and what powers a representative must hold.
1. Check Eligibility
You provide whatever details you have: full name, dates, place of issue, a copy of the previous document, and information about family relationships or name changes.
2. Select a Lawful Procedure
We check the representative’s authority, the possibility of applying through Diia or a consulate, and whether a power of attorney or translations are required.
3. Obtain a Usable Document
We assist with the procedure and, where required, separately arrange preparation for apostille certification, translation or international delivery.
The procedure for obtaining documents through consular channels is explained on the official website of Ukraine’s Ministry of Foreign Affairs. Not every document can be obtained entirely remotely.
Searching Archives, Correcting Personal Data and Recovering Missing Records
If the required information cannot be located at the original issuing institution, we check whether the records were transferred to another institution or a state archive. When tracing old civil status records, historical place names, changes to administrative boundaries, alternative surname spellings and archival retention periods may all be relevant.
If a record cannot be found, we review alternative evidence and whether the record can be reconstructed. If a competent authority refuses an application, we prepare a legal strategy that may include administrative remedies or court proceedings where available.

An Attorney’s Information Request: When It Can Help Obtain Documents
An attorney’s information request is used to obtain information and copies of documents as part of the provision of legal assistance. Under Article 24 of Ukraine’s Law on the Bar and Legal Practice, the standard response period is up to five working days and may be extended to twenty working days in circumstances provided by law.
However, an attorney’s information request does not provide unrestricted access to personal data or restricted information. Nor does it replace the special administrative procedures for issuing replacement certificates, diplomas or copies of procedural documents.
We use this legal mechanism where appropriate and assess further remedies if access is unlawfully denied. The legal basis is Article 24 of Ukraine’s Law on the Bar and Legal Practice.
Apostilles, Translations and Using Ukrainian Documents Abroad
Obtaining the document is not necessarily the final step. Submission to a consulate, court, immigration authority or educational institution abroad may also require an apostille, consular legalization, notarization or translation. Requirements vary according to the destination country and the receiving institution.

An apostille is not required for every document or every country. We determine whether one is necessary after establishing where and for what purpose the document will be submitted.

The time needed to obtain a replacement certificate, locate an archive record or replace a diploma can vary considerably. The statutory response time for an attorney’s information request should not be confused with the time an authority needs to issue a document.
Before work begins, we explain the known stages and factors that may affect timing. If an archive does not contain the record, or a legal restriction prevents its disclosure, we cannot guarantee that the document will be obtained.

Frequently Asked Questions (FAQ)
Can I replace a birth certificate without reporting its loss to the police?
Yes. DRATS has an administrative procedure for issuing replacement certificates that does not require a police report. If the loss creates a risk of misuse, reporting it may help establish the date of the report and the circumstances described. This is an additional precaution, not a condition for receiving a replacement certificate.
Can I obtain documents from Ukraine while living abroad?
Often, yes — through available online services, consular offices, postal applications or an authorized representative. The options depend on the document and applicable law.
Can an attorney obtain any document through an attorney’s information request?
No. Access to personal data, restricted information and certain documents is subject to specific legal rules. An attorney’s information request does not replace the statutory procedure for issuing an official document.
What should I do if a surname is incorrect on a certificate?
We need to determine which civil status record contains the error and whether there are sufficient grounds to correct it through DRATS. If an application is refused, the available court remedies can be assessed.
How can I replace a diploma if the university has closed?
First, check for a successor institution and records in EDEBO. If there is no successor, the procedure established by the Ministry of Education and Science applies; archival evidence or a court ruling may sometimes be needed.
What is the difference between an archival certificate and a replacement civil registry certificate?
An archival certificate confirms information found in records held by an archive. A replacement certificate is issued by an authorized civil registry office under a separate legal procedure. The two are not always interchangeable.
Can I request an apostille for a replacement document immediately?
Whether an apostille is needed, and the procedure for obtaining one, depend on the type of document, destination country and requirements of the receiving institution.
