To whom a temporary residence permit may be issued
Grounds for issuing a temporary residence permit in Ukraine
In accordance with Article 4 of the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”, the grounds for obtaining a temporary residence permit are as follows:
- For foreign citizens or stateless persons who are on the territory of Ukraine under a labour or contracting agreement.
- For participants of international technical assistance projects registered in accordance with the established procedure.
- For persons staying in Ukraine to perform religious sermons, rituals and other canonical activities at the invitation of religious organisations and with the permission of state authorities.
- For persons participating in the activities of branches or offices of foreign non-governmental organisations registered in accordance with the established procedure.
- For persons working in representative offices of foreign economic entities in Ukraine registered in accordance with the established procedure.
- For persons participating in cultural, scientific, educational activities on the basis of international agreements of Ukraine or special programmes, including participation in volunteer activities in accordance with the Law of Ukraine “On Volunteer Activities”.
- Representatives or correspondents of foreign mass media.
- Founders, shareholders or beneficial owners of a Ukrainian legal entity, foreign investments in which amount to or exceed EUR 100 thousand at the official exchange rate of the National Bank.
- Persons who are in Ukraine for the purpose of study.
- Are in Ukraine for family reunification with Ukrainian citizens or natural persons under the conditions stipulated in parts three to thirteenth of Article 4.
- For family reunification with persons specified in parts two to thirteen of Article 4.
- Persons released from centres for foreigners and stateless persons who are in the country illegally on the basis of a court decision or those who cannot be forcibly removed due to problems with documents or logistics.
- Persons who provided specific assistance to units of the Armed Forces of Ukraine or other bodies carrying out national security, defence or anti-terrorist operations.
- Persons recognised as stateless persons in accordance with the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”.
